Elkins (1883-1964) was the Commandant of the Royal MilitaryCollege in Kingston from 1930-1935. Ms. Carl was the first Westerner allowed in to the forbidden cityof China to paint the Empress Dowager where she lived for 9 months.Before this, Chinese rulers were only painted after their death.Carl was given this honour because she was related to a U.S.diplomat.
