It took place on October 19th through 24th of 1909 and was attended by approximately one million people from outside the city. The festival was organized by commercial, fraternal and civic organizations, with modest grants from the city, county and state. The US Navy and fleets from around the world were present and the public was invited to inspect their warships. President William Howard Taft proposed a toast "around the world" to San Francisco. The celebration opened with the reenactment of the arrival through the Golden Gate of Don Gaspar de Portol, first Spanish governor of California, passed in review before the naval vessels. Daily parades, concerts, masquerade balls, athletic events and historical pageants made up the six day carnival. The streets were described as "one vast ballroom".
